      长期以来,我国特殊教育教师的专业发展状况不容乐观。当前,为提升特殊教育质量,打造一支高素质的特殊教育教师队伍至关重要。文章通过对S特殊教育学校的调查,发现我国特殊教育教师专业发展存在“教师教育思想观念落后、教学技能低下、教育科研素质低下”等问题。原因在于:特殊教育经费投入不合理,特殊教育教师培养体系不完善,特殊教育教师职业的社会认可度低。有鉴于此,应当实施“基础性工程”,完善特殊教育经费投入;实施“实体性工程”,健全特殊教育教师培养体系;实施“社会性工程”,加强社会对特殊教育的关注。通过三大工程并举,为特殊教育教师专业发展提供强有力的制度性保障。
英文摘要:
      For quite a long time, the professional development of special education teachers in our country is hardly promising. At present, it is important to build a high quality group of special education teachers to improve the quality of special education. By the survey of S special school, this paper states that there are some problems in the professional development of special education teachers in our country, such as outdated education thoughts, low teaching skills, low educational scientific research quality and so forth. And the reasons are as follows: the investment of the educational appropriations of special education is unreasonable; the training system of special education teachers is not perfect; the social recognition is low. Therefore, some solutions are proposed. We need to carry out the basic project to improve the investment of the educational appropriations for special education. Substantive project needs to be implemented to improve the training system of special education teachers. Social project needs to be done to strengthen social concern of special education. These three projects implemented simultaneously will provide an institutional guarantee to the professional development of special education teachers.
