      进入21世纪以来,基于知识经济时代的客观需要、基础教育发展的新阶段、欧盟教育改革动向和国际学生水平测试成绩欠佳等背景,德国对基础教育课程进行了深入改革,具体表现在课程理念、课程目标、课程内容、课程设置、课程管理、课程评价以及师资建设等方面。德国基础教育课程改革在取得成效的同时,也遇到了一些问题,如课程改革政治色彩浓厚,大量移民涌入,能力取向的国家课程评价导致课程目标、内容以及实施“缩水”,教育公平没有达到预期的效果。德国新世纪以来基础教育课程改革的经验启示我们:课程改革要立足国情;要增加教育投入以保证教育公平;要结合各地区实际,适当下放教育权力;要严格执行教师选拔制度,建设一支高素质的教师队伍;要完善基础教育课程质量评价检测体系。
英文摘要:
      Since the 21st century, Germany has tried theirs best to reform basic education curriculum based on objective needs of the knowledge economy era, the new stage of development in basic education, education reform trend in the EU and the poor of international students proficiency test. The range of reform is very extensive, including the idea of curriculum, curriculum objectives, curriculum contents, curriculum setting, curriculum management, curriculum evaluation and teacher development. Achievements are made but problems arise. The strong political overtones in the curriculum reform; the influx of new immigrants brought new educational problems; the national capacity-oriented curriculum standards cause the reduction in curriculum objectives, contents and implementation; education equity issue did not reach the expected results. The experiences and lessons of Germany basic education curriculum reform give us some inspiration. China should focus on national conditions to reform curriculum; increase investment in education to ensure educational equity; appropriate delegation of authority education combined with the local situation; be strict with teacher selection system, building a number of high-quality teachers; improve basic education curriculum quality evaluation and examine system.
