      应试教育体制既无效率,也不公平,但其能够长期存在并自我强化有其现实合理性,它是教育资源城乡、区域配置不均,教育体制改革滞后,二元就业体制与阶层流动阻滞共同作用的结果。单纯的教育体制改革只能治标不治本,难以从根本上动摇应试教育的根基。只有加快推进整体性改革、缩小体制内外福利待遇差距、进一步开放社会、拓宽阶层流动渠道、提高社会保障水平、建设橄榄型社会,才能从根本上动摇应试教育的基础,为素质教育发展创造条件。
英文摘要:
      Education system is neither efficient nor fair. But its long-term existence and self-reinforcing has its realistic rationality, and it is the education resources in urban and rural areas, regional uneven configuration, the education system reform lag, the economic development of the new normal and mobility block the result of joint action. The simple education system reform can only be palliative, and it is difficult to fundamentally influence the foundation of education. Only accelerate reform of the integrity and narrow the gap between system inside and outside the welfare treatment, further open society, broaden the channels of mobility, raise the level of social security, the construction of featured on society, can fundamentally influence the foundation of exam-oriented education, create conditions for the development of quality education.
