      教师流动是教师人才资源保值增值,实现教师、学校、区域教育事业三方共强共赢的过程。当前我国城乡教师流动政策执行力匮乏,根源于四个主观原因:“教师作为人力资源”的政策预设,“学校作为教师容器”的组织假定,“顺流教师作为援助者”的工作心态与“瓜分优质教师资源”的流动思维。保障教师专业发展利益,补偿农村教师专业发展机会,是激活城乡教师流动政策,突破城乡教师流动工作瓶颈的首要考量。当前城乡教师流动政策设计应该坚持四个理念:在城乡流动中确保教师专业发展利益不受损,促进教师专业多元化持续发展,构建良好教师专业发展生态,鼓励优秀教师市场化区域内市场化配置。当前,城乡教师流动工作亟需的四个政策是:农村教师专业补偿政策、“一校一品”学校发展政策、县域教师研训一体化政策与事业导向的区域教师流动政策。

      Teachers’ flow is to preserve and increase the value of the human resources of teachers, and realize three-side strength among teachers, schools and regional education. There are four key subjective reasons for the lack of strength in putting teacher flow policy into effect between urban and rural areas, that is, policy presupposition of “teachers as a kind of human resource”, unit presupposition of “schools as a kind of container for teachers”, working psychology of “the flowed teachers as a supporter” and flow thinking of “dividing up excellent teacher resources”. They are the top four considerations to ensure the professional development right, to compensate development chance for rural teachers, to activate urban and rural flow policy, and to break through the bottleneck of teacher flow. We should stick to four ideas in teacher flow policy, that is, to ensure teacher development benefit in good condition, to promote teacher’s sustainable diversified development, to construct good teacher professional development ecology, and to help excellent teacher’s market-oriented allocation in the region. At present, it is urgent to make four policies, that is, professional development compensation policy, “one-school-one-style” school development policy, integration of research and training policy in the county, and career-oriented teacher flow policy.
