      近年来,教育部及各省市教育行政部门相继出台了“全面禁止在职教师从事有偿家教”的政策,然而有偿家教现象却屡禁不止。文章基于文献资料和实地调研,以利益相关者理论为视角,分析各利益相关者对待治理政策的态度,并透视不同态度背后的原因,进而提出有偿家教治理的相关建议,即完善中小学教师待遇保障机制,建立国家教育公务员制度;加强学校与社区课后服务工作,满足学生多样化的学习需求;改革考试招生评价体系,化解家长“唯分数论”的情结;规范校外教育辅导市场,培养职业化的教辅师资。

      In recent years, the Ministry of Education and the provincial and municipal educational administrative departments have issued a policy that in-service teachers are prohibited from engaging in paid tutoring, but this phenomenon has not been stopped. Based on the literature review and field investigation, this paper analyzes the stakeholders’ attitudes towards the governance policy from the perspective of stakeholder theory and analyzes the reasons behind the different attitudes, then puts forward the relevant suggestions on the governance of paid family education. The suggestions include perfecting the salary guarantee mechanism of primary and secondary school teachers, establishing a national educational civil servant system, strengthening school and community after-school service to meet the diverse learning needs of students, reforming the evaluation system of examination enrollment, eliminating the parents’ “score only” complex, standardizing the after-school tutoring market and training the professional tutoring teachers.
