      政策的跨国借鉴是比较教育的一个重要研究主题。 不仅不同的国家和地区可 能对国际标准有不同的界定,而且同一个国家或地区内部有时也存在某种割裂。 如果把研究 的重心从国家或地方深入至一线课堂,便可以发现,身处决策层和实施层的可以是两类受不同 文化影响、秉持不同信念、相互之间鲜有交集的主体。 结果,全球趋势与本土实践可以在不同 的层面上同样真实地存在,对政策跨国借鉴的宏观研究离不开对实践世界的微观考察。
英文摘要:
      Policy borrowing has been an important research topic in comparative education. Not only different countries and regions may have different definitions of international standards, but sometimes there can be some sort of fragmentation in a coun? try or a region. If the research focus is transferred from countries or regions to classrooms, it may be found that policymakers and implementers can be two different types of people who have different cultural roots, hold different beliefs and seldom communicate with each other. Therefore, global trends and local practices can really coexist at different levels, and macro-research in policy borrowing should not be separated from micro-research in the practical world.
