      文章以国家、省级教育行政部门颁布的课程方案以及大规模学生课程表调查为 基础,依据古德莱德和布罗菲的课程实施层级理论,构建本土化的课程实施层级分析框架,剖 析我国义务教育阶段艺术课程实施产生落差的过程。 调查显示:国家与省级之间落差微弱,极 少数省级课程方案突破国家方案;但省级方案与学校课表之间落差较大,部分班级课时严重不 足。 基于此,应增强学校课程管理人员的法规意识,规范艺术课程名称及地位;构建艺术课程 课时监管机制,减少“少开设或多开设”的现象;因地制宜优化艺术资源配置,重点解决“少开 设”的地区差异,以此缩小省级与校级课程实施的差距,缓解艺术课程各实施层级之间的 落差。
英文摘要:
      Based on the curriculum plan issued by the national and provincial education administration departments and a large-scale student curriculum survey, this paper has constructed an analysis framework for localized curriculum implementation level to analyze the process of gaps in the implementation of art courses in Chinese compulsory education according to Goodlad and Brophy’s curriculum implementation level theory. The survey shows that the gap between the state and the provincial level is rather small, and there are very few provincial curriculum programs that have broken through the national program; however, there exist a large gap between the provincial plan and the school schedule, and some classes do not have enough art lessons. Based on this, the people in charge of school curriculum management should strengthen their legal awareness and grant proper names and status to art courses, construct an art course supervision mechanism to reduce the phenomenon of “opening too many or too few art courses”, optimize the allocation of art resources according to local conditions, focus on solving the regional differ? ences where “few art courses are opened” in order to narrow the gap between provincial and school-level curriculum implementa? tion. Therefore, the gap between the implementation levels of the art courses can be alleviated.
