      文章通过中小学各班级课程表与上海市义务教育课程计划的对比,发现上海市中小学课程“开齐”情况总体很好,“缺课时”的班级比例不足一成,“超课时”现象较之全国亦占比较低;进而归纳出上海市义务教育课程实施的经验:坚持素质教育的政策导向,重视课程实施的资源保障,强化基于证据的管导结合。但是,上海市中小学各班级存在课程“改名”现象,尤其是自然/科学和道德与法治课程“改名”较明显,八、九年级的艺术课程“未上足”情况较突出,“超课时”现象依然普遍。在未来的课程实施中,上海市义务教育课程推进需要注意:国家课程名称不得随意更改,同时,加强艺术课程建设,强化课时规范,以促进“双减”工作的落实推广。
英文摘要:
      Through comparing the class-level timetables in primary and secondary schools with the intended curriculum plan in Shanghai’s compulsory education, this research has found that most classes had access to the compulsory courses; less than one-tenth of the surveyed classes lacked instruction time; and the percentage was also much lower than the national average level when it comes to the actual instruction time that went beyond intended instruction time. Based on the findings above, this research has summed up the following experience: (a) adhering to the policy guidance of quality education; (b) attaching importance to the resource support for curriculum implementation; and (c) strengthening the combination of management and guidance based on evidence. However, there still exist the following problems: (a) the course names of the subjects of science and moral education tended to be changed; (b) the actual instruction time for art courses in Grade Eight and Nine was not enough; and (c) it was also quite common that more class hours went to the main subjects. In the future, curriculum implementation in Shanghai compulsory education should pay attention to: the names of the national curriculum should not be changed at will, the curriculum construction of art subjects should be improved, and the supervision of class-hour allocation needs to be strengthened in order to promote the implementation of the “Double Reduction” policy.
