      基于地方教师减负政策文本研究发现,中小学教师减负政策的地方响应体现在四个方面:政策目标响应的双重性、政策执行主体响应的模糊性、政策内容响应的创新性、政策工具响应的不平衡性。而地方对中小学教师减负政策执行的选择动因:一是政府治理转型影响政策执行过程效率,二是政府与学校的关系制约政策执行主体行为,三是政府与社会的关系催新政策执行内容调适。我们应从转变政府教育治理职能、理顺政府与学校关系、推进教育评价改革三个方面进一步破解中小学教师减负的机制难题。

      Based on the text of local teachers’ burden reduction policy, this research has found that the local government response to the burden reduction policy for primary and secondary school teachers is reflected in four aspects: the duality of the response to policy objective, the vagueness of the response to policy implementation subjects, the innovation of the response to policy content and the imbalance of the response to policy tools. The local government’s motivation to opt for the implementation of this policy lies in three parts: 1) the transformation of government governance affects the efficiency of the policy implementation process, 2) the relationship between the government and schools can restrict the behavior of the subject of policy implementation, and 3) the relationship between the government and society urges the adjustment of the content of policy implementation. We should further solve the mechanism problem of reducing the burden of primary and secondary school teachers from three aspects: changing the government governance function of education, straightening out the relationship between the government and schools, and promoting the reform of educational evaluation.
